Promotion, just as in all the other activities involving cultural heritage as precious as that found in Italy, must rest on a knowledge base that supports the technical choices in directing the administration to carefully balance the strategic and operational decisions.
The spirit that guides us is not therefore to conduct research for its own sake, but to experiment and test, including through "pilot projects", how to translate the results of analysis into tangible improvements, building tools that the Directorate General of Management and Promotion of Cultural Heritage, in carrying out their tasks of planning, coordinating, promotion, assistance and monitoring, will make available to all offices in the Ministry of Culture.
The research, conducted through analysis, comparative studies, as well as qualitative and quantitative benchmarking, opens itself to comparison with the experiences already carried out in Italy and abroad, to learn from good practice and draw inspiration from the most innovative policies of development, where the opening of places of culture to an expanded audience is intertwined with policies for social inclusion and sustainable development.
The overview on this vast horizon comes from the principles contained in the Framework Convention of the Council of Europe signed in Faro (Portugal) in 2005, which outlines the framework of rights and responsibilities of citizens in participating in cultural heritage, and accepts the possible meanings of its "value", according to a multidimensional approach to detect the contribution of the cultural heritage to human development and society.
STUDIES AND RESEARCH. For a preliminary survey
To achieve the objectives and to strengthen the efficiency of projects and actions to be implemented, the General Directorate of Management and Promotion of Cultural Heritage has prepared a preliminary survey activity for the state of the art, collecting and revising the information, studies, and research produced by the Ministry in recent years as well as the statistical surveys carried out by the Administration and other institutional sources, which have highlighted the main gaps and weaknesses of the facilities, services and activities for visitors and actual potential places of culture, allowing in the first instance, to identify key needs and requirements for improvement of the museum sector, to which the planning of activities of 2010-2012 of Department I is directed.
